This plan presents a political-security strategy to determine and consolidate Israel's position as an regional leader and independent:
Goal:
To present a political-economic-security framework to strengthen Israel’s security and its position in the region, strengthen the internal consensus, and increase diplomatic and economic independence.
Chapter A: Diplomacy and International Strategy
Goal: Liberation from the "state of sponsorship syndrome" and establishing Israel as a leading regional power.
- Building social cohesion: The strength of Israel begins from within. Only a national consensus will lead to the full mobilization of the economy and victory. Without it, the internal divide gives our enemies a weak point to attack us. In a political map based on a right that calls for the surrender of the enemy, the left that recognizes it seeks to achieve settlement, and achieving consensus requires presenting a clear central vision – one that justifies the heavy costs in the short term, instills hope, and unites the people around the goal of victory. This is the way to build a strong, unified, and mobilized society that will bring security and prosperity to all its citizens and its surroundings. Additionally, the new paradigm will strengthen national resilience through transparent communication about the cost of the war, and military victories that build morale and trust.
- The Regional Vision (Israel's role in designing a new economic-geopolitical space): Israel will promote bold regional leadership, and will become the nerve center of the trade hub between the East and the West. The country will import friendly manpower from Africa and train it for modern industry and agriculture, which will also strengthen its relations with African countries and position it as a regional leader. Israel will establish a regional framework for cooperation (inspired by the African Union) that will focus on collective security, economic integration, and the resolution of disputes through diplomatic channels:
- Creation of an regional forum with professional committees (security, economy, infrastructure, tourism).
- Promoting joint projects in the fields of water, energy, transportation and technology.
- Human rights protection mechanisms, conflict resolution and regional mediation.
Even with a modest start, a shared vision and proper management lead to tremendous achievements. Israel, with its military strength, technological innovation, and global standing, is uniquely positioned to lead such an organization in the Middle East.
In the context of identity and personal freedom, community autonomy will be granted in a wide range of issues, while preserving Israel’s Jewish identity as the default option alongside conducting questions with the public.
Israel will be the home of the Jews who work together to clear the wilderness in order to absorb millions of new immigrants, and to build mega-projects: nuclear reactors combined with desalination facilities that will provide unlimited energy and water, robotic factories, fast/autonomous transportation, and advanced AI-based government systems that provide citizens with stability, justice, and freedom of creation.
- Detachment from dependence (strategic independence): While the world is moving towards a multipolar system (the rise of China, India, Brazil, etc.), Israel has become to a large extent a 'state of vassalage" (a state of dependency) completely dependent on the United States – from the supply of armaments, through political dictates against settlement ("the freeze on construction"), to the imposition of gun strikes and capitulation agreements for the benefit of the "Palestinian state". The process of breaking away from this dependence requires additional allies, parties, to prevent total strangulation and to hedge against risks. Only in the meantime will it be possible to replace the alliances; in the meantime, it is necessary to acquire flexibility and increase diplomatic capacity. In parallel, freeing oneself from dependence on foreign purchases by subsidizing the domestic arms industry ("green routes" for Israeli arms manufacturers) and increasing strategic emergency reserves (energy and fuel).
- The active border– Decision and recovery: The default option is zero retreat from the occupation of war and immediate attack on any threat with intelligence. Any threat. Silence is treason. Therefore, any provocation, from firing from the opposite side to launching aerial weapons, will be met with a precise and measured threat of eliminating the terrorist operatives and their surroundings and a declaration that next time we will take an offensive action to occupy territory and expand the blockade to the next hill or beyond the nearby village (in the 'Iron Route' approach, below). At the same time, we will ask for the establishment of "Frontier Economic Zones" (PEZ) through negotiations to establish trade, energy and agricultural projects near the borders, with joint financing and management, which will provide stability through employment and growth through tax incentives, green routes (zero bureaucracy) and employment quotas subject to security classification. In this way, we will demonstrate both the Israeli strength and the benefit to the residents; steps that will eradicate the narrative of racism, genocidal apartheid and support the ethos and narrative of the vision of regional prosperity.
- Transparency: The transition from passive transparency to offensive propaganda. Israel 'will turn the tables,' and will be the initiator of publishing news from the ground, through the deployment of journalists who will report live on air about what is happening in the war zones, the sterile areas, and along the borders.
- International fundraising and leverage explanation: Israel will conduct an 'international responsibility' campaign, in which it will publicly demand that the international community "put its hands in its pockets" and join the "recovery fund' managed by Israel. Criticizing countries will demand support for regulating the region instead of just condemning and criticizing. A leader who does not contribute will be labeled as a hypocrite ("Macron contributes, where are you?"), and those who do will be integrated into the "real peace camp".
Chapter B: Legislation and changing the rules of the game
Goal: Dismantling terrorism through coercive equations (the carrot and the hard stick model).
- The Law of the Resident Equations ("Crystal Equations"): Zero tolerance. Living in Israel requires loyalty, and any violation will be punished with a heavy, immediate and irreversible penalty:
- Interference with the police: Personal/family fines, cancellation of eligibility for social welfare benefits/ access to government tenders.
- Vandalism / Popular sabotage activity: Imprisonment and/or collective financial punishment for the supporting circle.
- Support for terrorism: The demolition of construction sites in the vicinity of the terrorist's home.- 'Woe to the evil one and woe to his neighbors.'.
- Incitement to terrorism in mosques and online: Confiscation of property and immediate and permanent expulsion.
- Attempted murder on nationalistic grounds: Death penalty (execution).
- The "Great Village" Law (Regional Management Mechanism): Israel will adopt the conflict transformation approach – a profound change in the roots of the conflicts, through structured negotiations of a "Win-Win" scenario, gradualism, the distinction between enemy and friend, and cooperation – on the condition that Israeli sovereignty is preserved. Thus: Israel will begin the "Gaza" model on Judea and Samaria: an Arab settlement that will produce terrorism – will experience ground invasion, demolition, and the risk of complete Israeli annexation of its lands. In contrast, a gradual 'monistic pilot project' will be carried out to annex villages that choose to be evacuated and cooperate with the authorities, and receive development routes, ranging from civil infrastructure to self-government, subject to regional planning considerations and loyalty.
- The "Governor's Office" Law and Denmark regulations: Establishing a new Civil-Security Directorate to manage cooperation in 'hot'/explosive areas—the "sterile zones" and transit camps. The "Office of the Governor" law will empower the office to manage the areas under strict residency rules, using biometric passports and a transparent digital banking system, providing assistance and development/immigration grants only to those who prove absolute loyalty. The law will include: a committee to appoint the governor, regulations for appointing personnel, budgeting, and defining criteria for training staff colleges, expropriation of land for logistical systems in the front line, authority for camp policing, budgeting for loyalty grants for clothing, education, and nutrition, information technologies for biometric passports and digital banking, engineering tools and building materials.
- Civil Parliament Law: Alongside an Israeli-Jewish population, recognized villages will send representatives to a House of Representatives based on the representation of the various communities and regions of the country. After its establishment, the members of the parliament will make decisions regarding social and civic issues: education, crime, regional development, family life, taxes, and the like; while the authority regarding national issues such as foreign relations and security will remain within the authority of the Knesset of Israel.
- Central outreach system: The concentration of external-state propaganda powers in all efforts under the Ministry of Foreign Affairs.
Chapter G: Land and Victory
The ultimate goal: the construction of an Israeli Gaza after overwhelming military victory and the conquest of the enemy’s consciousness.
- The "Dawn Lights" doctrine to weaken terrorism:
Terrorist organizations like Hamas or Boko Haram do not fight only on the battlefield, but also on the level of consciousness, recruitment, and funding. They exploit social and economic weaknesses, and offer false promises. To truly defeat them, we must adopt a new doctrine that operates on all fronts. The doctrine of "dawn lights" to weaken terrorism is the only way to achieve real security. It combines military power with socio-economic and psychological measures, and promises not only to deter, but to systematically dismantle the capabilities of terrorism:
-
- Destruction of the image of strength: In order to undermine the effectiveness of terrorism and strengthen the Israeli front, Israel will employ an aggressive and public propaganda mechanism to ridicule the enemy. Instead of portraying Hamas and Hezbollah as smart, powerful and invincible monsters, they will be portrayed as cowardly, desperate, food thieves hiding underground and fleeing from internal conflict in the face of IDF fighters. The campaign will use humor and satire to mock them and strip them of their pseudo-glamour, expose the deceit of the money and material corruption that drives the leaders of terrorism, while also demolishing their "handy" image and even dictating targeted actions to humiliate them publicly.
- Drying of the sources of recruitment: We will invest resources in improving the living conditions in neglected areas. Through direct investments and the distribution of wealth equitably, we will drain the reservoirs of potential recruits and undermine their support base.
- Dissemination of intelligence and operational failures: We will invest in accurate intelligence and operational actions that will cause the organizations to suffer a series of continuous failures, which will harm their ability to recruit and fund themselves, and humiliate them.
- A calculated and cautious action: We will take resolute but calculated steps to prevent a counter-reaction that would strengthen the organization and give it legitimacy.
- Victory in Gaza – Operation "Destruction and Purification" and the Construction of an Israeli Gaza:
The ground phase will be built in a chronological and organized manner that will leave no room for doubt or tactical hesitation:
Establishing clear rules for the use of force by the armed forces, in accordance with international law and civil-military oversight; planning evacuation routes and protecting the civilian population; transparency and control mechanisms.
1. Ultimatum and the diversion of a population: A strict and graded alert of evacuation stages.
Issuing a total ultimatum, deploying media reporting positions to document the assessments and stream the footage to global networks, and gradually but definitively closing the entrance to humanitarian aid into the area. In parallel, opening logistical evacuation corridors for the civilian population to move out.
2. Subjugation and complete conquest: Physical decision.
Controlling the space and isolating the area for full occupation with opening fire instructions: Tactical radius of destruction of 300 meters—Upon the expiration of the ultimatum, the area is declared a pure war zone. Any source of threat (light weapons, UAVs, steep terrain, or drones) leads to a complete and disproportionate destruction of the area within a radius of 300 meters, to ensure the safety of IDF soldiers.
3. The declaration of victory: The transition from warfare to governance.
Upon completion of the cleansing, the area is officially declared a "sterile zone" free of all weapons. The combat forces withdraw in favor of new missions, and are gradually replaced by the Border Guard Forces, the Border Police, and the Governor's Office. The population undergoes a process of maturation— loyal residents will be granted a controlled and humane transfer of some of the most vulnerable residents in Gaza to temporary permanent housing in neighboring countries, in full coordination and in a humane manner:
- Evacuation from Gaza: Implementation of a controlled humanitarian plan to allow a significant portion of the residents of Gaza to move to Syria, based on pre-arranged transportation arrangements.
- Settlement development in Syria: Active investment in the construction of towns, modern infrastructure, and employment centers in Syria to accommodate the population and build economic growth engines.
This combined effort will break the pressure in the Gaza Strip, create a new civil horizon for the population, serve Israeli strategic interests, and make the restored Syria a pillar of regional stability. Other loyal residents will continue to acquire life skills, move to permanent residence, and be employed in the task of building the Israeli Gaza:
- A maritime port, an airport and extensive commercial areas.
- Modern factories and business districts.
- Power stations and desalination facilities.
- Beaches and parks.
- Agriculture.
The plan will lead to enormous economic prosperity and support the regional development strategy.
Appendix: The challenge of internal communication and social cohesion
The success of the "New Paradigm" is not possible without the Israeli public. Israeli society is fragmented and damaged. From a history of failures, cynical opportunism and deep social unrest that contributed to the motivation of our enemies to carry out October 7th..
To win the long-lasting war of recovery, a true national consensus is required, which can only be achieved by placing a clear central vision at the forefront., Honest and concrete. The leadership will speak to the public "at eye level" and with complete transparency about the prices that are yet to be announced, but at the same time Unceasingly present the practical plan that transforms this sacrifice into stability and prosperity (Turning Israel into a superpower Economically-socially based AI).
The "Lights of the Dawn" vision and the proposal to the government for new partnerships are intended to eradicate the "The "culture of defense" and building a national collective with an iron will, driven by a sense of mission, uncompromising discipline, and a clear horizon Unprecedented economic-technological development.
The above document forms the basis for developing a continuous policy that bases the security of the state on meticulous planning and principles. Uncompromising and understanding that the Middle East respects only a strategic vision that relies on a strong economy and a sharp sword.
